Originally a page from the children's picture book, "The Ugly Old Lady and her Ugly Old Cat" by Rick Pryll. The text on the page is, "and she put her foot down". She is a woman finally taking a stand (control) of her own happiness. Stepping out and making a change. Also, like Dorothy from "The Wizard of Oz," demanding from her dazzling shoes the chance to go home. Finally realizing she had the power to do it herself all along.
Plus, I just love shoes. Especially Mary Janes. One of my first pairs of shoes were Mary Janes not unlike these.
